Cone shaped insects!

I was wondering if anyone could shed some light!  I have ALOT of very small insects on my wooden fence and I don't know what they are.  I guess you could liken them to hermit crabs, with what looks like a cone 'shell' on their backs with their heads and legs popping out the front.....but they are insects because I squashed a few by accident.  There are tons of the things and I want to know if I can leave them or are they going to start destroying my veg!

apple tree sapling problem

At our school 3 fruit trees were planted last summer. They are very small. The apple tree is now dead and it is notable that the bark is removed at the base leaving a very smooth woodlike stem. The pear tree next to it is alive and flourishing at present with leaves for spring, but the bark is coming away from the stem also and I am concerned it will go the same way as the apple tree. My first thought is that it is rabbits, but there are not many rabbits on our school field and the damage is very smooth and I thought an animal chewing it would make it jagged and torn in appearance. The trees have not been planted in a very good position and the grass is tall and damp and I wondered if this could be the problem. Please help.

General groups
