Found land but don't know what to do?

Hi I've been a member for some time on the landshare site and have applied and applied for land share without success. Today I was out walikng the dogs with my daughter and we went to a local park that backs on to a railway line which is at the bottom of a steep embankment and fenced off. When I entered the park I noticed that half of the park that backs on to the enbankment has been fenced off obviously to stop the local youths from gaining access to the tracks. This land from what I can see is laying empty and is a prime bit of land to turn into Allotments. However I am not sure if the land is owned by the council or rail? I suspect Council though. Anyway How do I go about finding out 1. Who owns the land 2. How I could approach the owners i'e the council 3. Apply to have the land donated for allotments 4. If they refuse how do I put preasure on them to donate 5. If they are planning to use the land for comunity allotments as I saw a plaque stating comunity orchard in the park area itself, Will that affect the land use for other people wanting vegitable plots who pay council tax as it seems that if you work and pay you get nothing.. I would love to do something not only for myself but also for my local community which is something the local council and councilors don't seem to be doing. Any advice would be welcomed. I have been offered an area of land approx 33m x 25m which is totally over grown, I was thinking before I do any clearance of rubble / rubbish that is hidden threw the grass / brambles and nettles, I would spray it with a complete herbicide, which one would be best to use, to give me a total kill of all vegetation, but still allow me to plant on it once I have cleared and ploughed / rotatvated it? pest control

I am currently growing blueberries, strawberries, toms, various herbs and mixed salad. I have already noticed in past few days little black fly and other creepies starting to appear Inc ants now and of course snails. My question is I don't want to use sprays or other chemical WMD's so what advice for natural warfare can people give, I am already getting a lady bird box and some lady birds to help but what else can I use. Firstly thanks for reading. I am in search of either a full size allotment for the sole use of growing veg i am not too fussy if this requires a good old tidy up due to being left dormant for some time and would look to be using a raised bed system. If you require someone to share your plot with you then i would gratefull as this would be a great way for us to grow large amounts with minimal waste. I have a 2 year old 6x8 shed that could used if needed along with a polycarbonate 6x4 greenhouse for early seed sowing or even tomatoe growing. I am in a postion thanks to my job of being able to have huge discount from travis perkins builders merchants and in some cases as much as 70% for timber which is valuable when making raised beds. I also have my own 4x3 trailer which is a bonus for the horse manure run and this is helped by the use of my company car which has minimal fuel costs. I also have recently purchased the new Mantis Deluxe Tiller with all the attachments for ploughing,planting,dethatching etc which we could use. I am a self employed garden designer who works with Permaculture principles, living in Camden and working in the surrounding areas. I am studying for my permaculture diploma with the Permaculture Association. Hello, I am trying to find a relatively small plot of land, not only for myself, but I have a son who also likes to garden. He likes to garden and will probably be over there more than me, but he is very responsible. We both want something that is going to keep us busy. We don't mind a plot with weeds, as long as they haven't got to firm a grip in the land. Relatively good quality soil would be good, but not a necessity, as long as it isn't water-logged.
